A dog without papers is a stray or unregistered pup who hasn't been officially claimed by any owner. You might spot one wandering the streets, maybe with a collar but no tags, often looking a bit scruffy but still full of personality. These dogs survive on their wits, scavenging for food and seeking shelter where they can, yet many still wag their tails when a kind human offers a scratch behind the ears.
